The Needy Family Fund which provides assistance through funds raised by The News Journal Company which are administered by The Salvation Army. People generally receive assistance for rent or mortgage payments (not security deposits), electric (other than Conectiv), oil, propane or water. |

Good Neighbor Energy Fund (GNEF) provides assistance through funds from Conectiv and its customers. Eligible beneficiaries of the program are residents of Delaware who are in need of assistance in paying bills rendered by Conectiv for electric, or gas service used in their home and who do not qualify for fuel emergency assistance from other public or private sources. Households will need to have a disconnect notice or an old bill that must be paid prior to starting up a new Conectiv account at a new address. Individuals/families who have a Medicaid recipient in their household must apply for the Emergency Assistance Fund prior to applying for GNEF. Individuals age 60 or older may apply for assistance twice a year. |
